Attestation of Educational Certificate is necessary to obtain an employment visa or an Employment Labour Card, to pursue higher education in a foreign country, to show MOH (Ministry of Health) and DOH (Dept. of Health), to get the equivalent certificates or other important prospects. Attestation of Non-Educational Certificate is also necessary to obtain residence visa for self, wife, children, in-laws or other family members, for school admission of children, power of Attorney, for the removal of LLC partnership and to get the experience certificates.

NRI Certificate (For Educational Purposes Only) | Fee : 11.00
Doccuments Required:- Form EAP-II.
- Two recent photos with white background and frontal view (3.5 cm x 3.5 cm).
- Valid Passport in Original (which should cover the whole previous Financial Year, i.e. from 1st April, if not previous passport also) with photocopy of first, last, address page if separate page, any other endorsement pages and visa page with additional booklets if any. A copy of ID card / residence card also to be enclosed.
- If the applicant wants to have the name of his/her son/daughter mentioned in the NRI certificate, then the applicant should give a copy of Passport (1st and last pages) of the child. [The names of other relatives of the applicant will not be mentioned in the certificate.]
- A declaration by the applicant to the effect that he has not stayed in India for more than 182 days during the previous financial year (1st April,….. to 31st March, ……).
- The applicant should come personally.
- Passport will be retained during the tenure of the service.
- In case the current passport is issued by other Passport Issuing Authority, in case it is issued in India then the Personal Particulars Form (India) and if it is issued outside India by any Indian mission, then the Personal Particulars Form (missions) should be submitted in duplicate with photos pasted on them.

Parents holding Indian passports should register birth of their children born in Oman with the Embassy of India, Muscat within a period of one year from the date of birth.
For registration of birth, required forms for registration of birth, issue of birth certificate and passport are to be duly filled and submitted.
If an application for passport is made after one year of the birth of the child, the case will have to be referred to Ministry of Home Affairs (MHA), Indian Citizenship Section, 26, Jaisalmer House, Mansingh Road, New Delhi-110011, in the prescribed application form for getting approval. Procedure for getting approval in such cases from MHA takes considerable time. It is, therefore, advised that parents holding Indian passports should register birth of their children born in Oman with the Embassy of India, Muscat within the prescribed period of one year without fail.
Doccuments Required:- Birth Registration Form is to be submitted.
- Sworn Affidavit of parents is to be submitted
- Two latest identical passport size photographs (3.5 cm x 3.5 cm without border), in plain white back ground and dress in dark colour.
- Original Birth Certificate (after attested by the Ministry of Foreign Affairs, Sultanate of Oman) along with a photo copy of the same.
- Physical presence both father and mother are required.
- Original Passport and copy of Father and Mother with spouse name endorsement should be submitted. A photocopy of first, last, any other endorsement pages and page containing valid visa. A copy of ID card / residence card also to be enclosed.

Guidelines for Attestation of Educational Certificates / Other Documents
General Guidelines:BLS performs notorial functions like attestation of documents executed by Indian citizens. If the attestation relates to a document related to property matters, the fee prescribed is RO 9.000/- per applicant. For other attestations, the fee prescribed is .RO 5.200/- per applicant. The document to be attested must be presented in original by the applicant with a photocopy and signed before the Consular Officer, who would verify and satisfy himself about the identity of the executant/deponent from his passport and the service is generally rendered on the same day. The applicant must bring his original passport with validity and containing valid residence visa of Oman for availing all consular services.
True Copy Attestation | Fee: R.O. 5.200
All certificates (personal/professional) issued by the competent authorities in India are required to be attested by the General Administration Department ( Home Department) of the state concerned from where the said certificate/document has been issued. The same certificate/document should then be apostilled by Ministry of External Affairs, New Delhi or its branch offices in Hyderabad, Chennai, Kolkata, Guwahati and Panaji.

Sponsor's Affidavit | Fee : R. O. 5.200
Application form to be duly filled and submitted in duplicate to the Embassy along with passport copy of the applicant (sponsor), original salary certificate attested by the Oman Chamber of Commerce and Industry (OCCI) of the applicant (sponsor) and also the passport photocopy and visa photocopy of the person being sponsored. The relationship between the applicant and the individuals he is sponsoring must be established as per the passport. The applicant (sponsor) must come to the Embassy personally and sign the Affidavit before the concerned Consular Officer.

- Applicant has to come in person.
- Original Passport and Residence Card of the applicant ( who has got the valid Omani Visa and its Resident Card). One set photocopy of the same.
- Original document (viz. Salary Certificate, Experience Certificate, Educational Certificate, Police Clearance Certificate, Birth Certificate, Death Certificate) authenticated by Ministry of Foreign Affairs of Oman. One set photocopy of the same.
- For attestation of Salary Certificate and Experience Certificate, please bring two recent passport size photographs.

The Sultanate of Oman requires all certificates submitted to it- educational / professional or academic /birth / death certificates - emanating from India, to be authenticated by the General Administration Department of the concerned state government from where the document has been issued and the same certificate/document should then be apostilled by Ministry of External Affairs, New Delhi or its branch offices in Hyderabad, Chennai, Kolkata, Guwahati and Panaji.
