The India Consular and Visa Application Centre (ICVAC) is the outsourced partner of the Embassy of India in Spain. In this capacity, the ICVAC is responsible for receipt of passport applications for Indian citizens, collection of fees, submission of applications at the Embassy of India in Madrid, collecting the processed passports from the Embassy of India in Madrid, and returning passports back to applicants.
The ICPAC is managed by BLS who is not involved in the process of assessment of passport applications. The assessment of passport applications is carried out by the Embassy of India, Madrid and the decision to grant or refuse a passport is at their sole discretion. Staff members of BLS have no role or influence over the outcome of an application.
All Indian citizens who depart or intend to depart from India are required to be in possession of a valid passport or travel document. Under the Passports Act 1967, the Government of India may issue different types of passports and travel documents such as Ordinary Passport, Diplomatic Passport, Official Passport, Emergency Certificate and Certificate of Identity for the purpose. Applicants in Spain are required to apply for their passports through the ICVAC.

Note that where applicants are required to sign documents in the presence of a consular officer they would need to visit the Embassy of India, Madrid in person.
